What are we building? – community facility !
To achieve our objectives the Trust aim to build, own and operate a facility including a swimming pool and leisure services. While we have a number of options open to us, getting the right mix of facilities is essential to making this project both successful and sustainable we therefore consider the following to be right for Lockerbie.
- A four lane swimming pool measuring 20 metre by 8 metre
- A smaller teaching Pool measuring 8 metre by 6 metre
- Soft play area
- A fitness suite with space for between 20 and 30 pieces of equipment.
- A dance studio/ multi-purpose room measuring 8 metre by 8 metre
- Sauna and Steam facilities
- Cafe and poolside viewing area
- Ancillary Reception, office, changing & showering space.
The demand for the facility is based upon our understanding of the local needs and wishes of the communities of Lockerbie and Mid and Upper Annandale and Eskdale taken shortly after the air disaster of 1988. This particular facility mix is however also driven by the need to maintain the viability of the facility. A stand-alone swimming pool would be unlikely to operate cost effectively and therefore the fitness suite and multi-purpose room will provide essential additional income in order to off-set any deficits of the swimming pool. This facility mix was also the basis of the feasibility study and analysis from Kit Campbell Associates in 2009. However our community survey carried out in 2014 put forward the wishes of the community and many good suggestions which have now been included in the overall business plan and design.
Why do we need it?
Mid and Upper Annandale, including Lockerbie, Lochmaben, Moffat and surrounding communities, has never been particularly well-served with leisure facilities, despite having a substantial population. For example there are currently no public indoor leisure facilities in Lockerbie, which as only the following facilities for the community to enjoy within the town boundary.
- A Private Ice rink (open winter season only)
- A three court private squash club
- A badminton court in the Town Hall
Surprisingly despite there being several hotels in the town, none of them have seen the potential of adding a substantial health club or even fitness gyms to their range of services. Prior to 1995 the Council and a local Steering Group identified community views. In summary these views were:
- A pool was the highest priority form of provision
- It should be part of a multi-purpose Centre – a hub for the community
The Council at the time, supported the project, and appointed consultants to carry out a feasibility study, which demonstrated;
- Under provision of suitable public facilities in Mid and Upper Annandale
- Geographical disadvantages to the population in Mid Annandale.
Where will it be built?
Lockerbie is situated in Dumfries and Galloway in the very south of Scotland and is the first Region of Scotland as you travel North on the M6 from England or the last as you travel South on the M74.
The region of Dumfries and Galloway, although nowadays one unitary authority, was once divided into four areas. Annandale and Eskdale being the area to the east incorporating an area of approximately 600 square miles, from Gretna in the south to Moffat in the north and from Lochmaben in the west to Langholm in the East.
The location and land
The location for the proposed Community Facility is to the rear of the existing South of Scotland Ice Rink on Glasgow Road, Lockerbie (Ordnance Survey Grid reference NY 133 822) and is shown on the map below.
In 2011 Dumfries and Galloway Council (DGC) agreed to transfer this land to the project. The land with a value of about £100,000 is an ideal location for the facility; it is near the school and current facilities but is also large enough to provide ample space for a leisure facility and within easy access of the mains services, such as gas water electricity and sewers. Good road links geographically support the location at Lockerbie.
The location is ideally suited to the provision of the facility with the land currently unused, having once been a caravan site. The site is located next to other complementary sporting venues including the South of Scotland Ice Rink, the Lockerbie Squash Club, and the Lockerbie Bowls Club, there are disused tennis courts adjacent to the site and only a few hundred yards along Glasgow road is an all-weather facility. In addition to this directly across the road is the new school of Lockerbie Academy and Primary with a school population of approximately 765 pupils.
